Unfortunately, it is not just slurs that "hurt" people, but also criticism based on fact, or even just fact that implies criticism. That is why European governments jail people for criticizing certain religious beliefs and practices, and ban police and newspaper reports about crime by immigrants, and why Canadian Human Rights Tribunals forbid people to express opposition abortion or certain sexual practices. Fortunately for the United States, the Supreme Court upholds the First Amendment and definitively rejects the argument that "hate speech," whether defined narrowly or broadly, should limit free speech.
